GARRISON DAM 2011: Missouri River's impact below... (11)
The U.S. Army Corps of Engineers will increase Garrison Dam outflows to 145,000 cubic feet per second, which has prompted the National Weather Service to issue a flood advisory for those areas below the dam. The Corps will return the outflow to 140,000 cfs tommorrow, July 1st, and although Bismarck-Mandan appears to have crested just above 19 feet - much lower than anticipated - people are urged to remain vigilant in affected areas. To flood, or not to flood? That, ladies and gentlemen, is the question.. Whether 'tis nobler, in the meantime, to shovel sand and bag it for outrageous hours on end; or, to sit idly by, in the face of a sea of impending troubles, and, by slacking off, exaserbate them... 2009 RED RIVER FLOOD: Field hearing on flood protection 5/27 at Fargodome. (10)
While the Fargo-Moorhead region narrowly escaped a major flooding disaster just two months ago, efforts to hammer out long term, comprehensive flood protection are a tough sell based on both high dollars needed and cross-state challenges. Sen. Byron Dorgan (D-ND) held an official hearing of the U.S. Senate’s Energy and Water Appropriations Subcommittee - of which he is chairman - to take testimony from officials and U.S. Army Corps of Engineers representatives regarding possibilities toward that end Wednesday, April 27th at the Fargodome. While a diversion project routing water around the F-M metro area through Minnesota costing just shy of $1 billion got a DOA assessment from the Corps, an alternative, levee plan for Fargo and Moorhead projected to cost $625 million was given a borderline chance of passing by the Corps. 2009 N.D. SHEYENNE RIVER FLOODS: rural Davenport threatened (10)
A breakout at the Sheyenne River over five miles away traveled cross country to the farm home of Ted and Linda Bietz Tuesday, April 21st in rural Davenport, N.D. After washing out a major section of North Dakota State Highway 46 about four miles from their home area, it invaded residences which were not expecting such high water. Volunteers indluding students from nearby Kindred High came out to lend a helping hand with the ring dike at the Bietx residence. Larry Leshovsky, sheriff of nearby Richland County, said that the record high crest could remain for five days. -

BAGGIN' IT, AGAIN... (3)
Fargo officials have once again ramped up the sandbag-production operation at the Fargodome - this time outside - a day early for the expressed intention of cranking out an additional 1 million bags over and above the already 4.3 million that stunned the nation last week - by Holy Saturday. The National Weather Service may have given us an early Easter present by revising its crest #2 projection down about three feet to a range of from 38-40 feet... -
PRAISE THE LORD AND PASS THE...SANDBAG? (4)
A Community Prayer and Praise Gathering event was held Saturday, April 4, 2009 at the Historic Fargo Theatre. Many congregations were represented in the event, which included a freewill offering to be donated to the Red Cross and Salvation Army organizations for distribution to flood affected families and individuals. On Friday, the National Weather Service announced that there is a 75% chance that a second Red River crest could match or exceed last week's record breaking mark and a 25% chance it could go even higher than that toward the end of April. -
NEW CREST, NEW WORRIES... (4)
It was a joint news conference by Hoeven and Pawlenty to explain their unity on the idea of securing federal and state help for constructing a comprehensive flood protection plan for the Fargo-Moorhead and surrounding area but the event in a N.D. Air National Guard hangar in Fargo had a certain muted quality about it. While they are absolutely resolute about moving forward quickly on having the U.S. Army Corps of Engineers guide this project, Friday's National Weather Service announcement that they are forecasting a 75% chance of a second crest equal to or greater than last week's all-time high 40.8 feet mark cast a pall over the festivities. Mayor Dennis Walaker said later at a Fargo press conference in City Hall that he didn't want doom and gloom to overtake the heroic efforts of the last couple weeks and urged every one to rest and recharge this weekend. Walaker asserts that dikes will protect the city to 43 feet and there is enough time to make necessary modifications to any weak areas... -

In Breckenridge, Minn., volunteers and city officials are furiously diking near the Otter Tail River Monday, 3/23 as the National Weather Service has predicted the river cresting today in Wahpeton-Breckenridge. -

JAN. 7, 2009...I have compiled a large number of photographs from the record-setting Red River Flood in 1997 that saw untold damage and misery in Grand Forks as well as its Minnesota sister city East Grand Forks. I flew over the areas of Fargo, Grand Forks and in between the morning of Sat., April 19, 1997 - just hours before a fire destroyed significant parts of downtown Grand Forks. It changed the city forever. -

SUNDOGS OVER NATIVITY (1)
Sundogs frame the cross and bell tower Saturday morning, Dec. 6, 2008 at the Church of The Nativity in south Fargo. Sundogs, or parhelia - their scientific name, occur in nature when the sun is low and the refraction of sunlight by small ice crystals making up cirrus clouds form a circle or halo. As the sun rises, the sundogs slowly move away from the sun and gradually disappear ending this optical phenomenon. BUY REPRINT -
